The Heart of Thorns and Path of Fire stories come with the expansion set, however living world does not. Living world is constantly added content/stories to the game. If you log in when an episode if first released, you get it for free.

If you're certain you want to keep playing the game though, you should buy one of the expansions asap just for the mount.. even if you don't want to boost. It dramatically changes the pace of the game in a good way and makes levelling a lot more enjoyable. Everyone that owns an expansion gets the basic mount at lvl 10 now. We didn't get the first expansion for 3.5 years. There's plenty to do in the base game that doesn't require an expansion. At some point, if you want to keep playing, you're going to want to buy an expansion. At the very least you can't get a permanent mount without one. You can also always try just asking the commander if it would be fine for them to run without mount.
